Job Description
We are seeking a Program Financial Analyst to support a key initiative focused on large-scale, nation-wide advertising events for the Marine Corps. The ideal candidate will have experience managing financial operations, providing detailed financial reporting, and conducting audits. The role involves supporting the accurate and transparent utilization of program resources, including travel and vendor cost management, in compliance with government regulations. Prior experience with the Marine Corps, Department of Defense (DoD), or large event management (e.g., sports entertainment or NASCAR) is highly preferred.
Key Responsibilities:
Budget Development & Financial Planning:
Lead the creation of detailed program budgets in collaboration with project managers and key stakeholders, ensuring alignment with project goals and compliance with federal financial regulations (FAR/GSA).
Monitor ongoing budget performance, analyze deviations from the plan, and recommend corrective actions to ensure financial objectives are met.
Financial Reporting & Analysis:
Prepare comprehensive financial reports, including program-specific forecasts, cost-benefit analyses, and variance reports, to track program financial performance.
Provide insights into financial metrics, identifying trends or areas of concern to optimize the utilization of financial resources and enhance program outcomes.
Vendor & Contract Financial Management:
Analyze vendor pricing, compare against budget constraints, and provide strategic recommendations for vendor selection based on financial efficiency and program needs.
Ensure vendor invoices align with contract terms and oversee the timely processing and payment of all program-related invoices.
Travel Cost Estimation & Reconciliation:
Develop travel cost estimates in accordance with GSA travel rates and FAR regulations for key personnel attending high-profile events such as the Super Bowl, NASCAR’s Coca-Cola 500, and Fleet Weeks across the country.
Obtain travel approvals, reconcile receipts, and prepare travel reimbursement invoices, ensuring adherence to government travel policies.
Invoicing, Billing, & Project Control:
Manage project control functions, ensuring the accuracy of hours billed by vendors, internal teams, and contractors. Coordinate closely with contract managers to ensure hours are properly tracked and invoiced.
Oversee the reconciliation of project financials, ensuring that all program expenses are accurately reported and audited.
Financial Risk & Compliance Management:
Conduct ongoing financial audits to ensure compliance with applicable regulations, mitigate financial risks, and ensure transparency in financial reporting.
Collaborate with legal and compliance teams to ensure that all financial processes and records are fully compliant with DoD requirements, FAR, and other relevant regulations.
Key Stakeholder Engagement:
Act as the financial liaison between internal project teams and external stakeholders, including government agencies, event organizers, and vendors.
Support financial presentations and meetings with stakeholders to ensure that program financials are communicated effectively and understood by all parties.
Event-Specific Financial Oversight:
Travel up to 10-20% to attend major Marine Corps recruitment and brand marketing events. Ensure all financial aspects of event execution, such as vendor payments and travel costs, are properly managed and reconciled post-event.
Requirements:
Education & Experience:
-Bachelor's Degree in Business, Finance, Marketing, Analytics, or a related field.
-3-5 years of experience in financial analysis, program control, or project finance. An additional 5-7 years of experience may be accepted in lieu of a degree.
-Prior exposure to Marine Corps, DoD, or other government agencies is highly preferred.
Technical Skills:
-Advanced proficiency with Microsoft Excel (VLOOKUPs, Pivot Tables) and other financial management tools.
-Familiarity with financial reporting systems and project management software is a plus.
Security Clearance:
-Active Secret Clearance or the ability to obtain Secret Clearance is required.
Location:
Remote, USA (with the ability to travel as needed).
